Who can apply?
If you are a Russian citizen and hold a UAE residence visa, you can apply for a short-term Schengen visa (up to 90 days) to travel to Romania through the Romanian Consulate in Dubai.
Required documents
1. Visa application form
A completed and signed official application form.
2. Photos
Two color photographs (3x4 cm) on a white background.
3. International passport
A valid passport, valid for at least 3 months beyond the planned date of departure from Romania.
4. Residence permit in the UAE
Copy of UAE Residence Visa valid for at least 3 months after planned departure from Romania.
5. Employment verification
A letter from your employer (in English or Romanian) confirming your position, salary, purpose of travel and return date.
6. Financial security
Original bank statements for the last 6 months (bank stamp is required).
7. Booking a trip
Confirmed air tickets and hotel reservations or invitation from the host in Romania.
8. Medical insurance
A policy with coverage of at least €30,000 for the entire period of stay in the Schengen area.

Application process
Online application – registration on the official eVisa website (Ministry of Foreign Affairs of Romania).
To make an appointment – you must make an appointment at the Romanian Consulate in Dubai.
Submission of documents – personal presence is required.
Application review takes from 2 to 6 weeks.

Important points:
Current restrictions:
As of July 2024, some European countries have suspended issuing visas to Russian citizens. However, Romania has resumed issuing short-term visas to Russian citizens at the discretion of the consulate.
Before submitting your application, please be sure to check with the Consulate General for up-to-date information.
ETIAS authorization:
From 2025 onwards, travellers from visa-free countries will be required to obtain an ETIAS authorisation before entering the Schengen area.
This does not currently apply to Russian citizens, but it is recommended to stay tuned as the rules may change.
